The Alliance Treaty

History

Background

In the early orbits of hopfolk history, long after civilization was firmly stabilized on Karrots, and space exploration began, a ruling to avoid interaction with otherworldly entities was instated. However, after meeting with fluff races in design similar to the hops, it was seen as fate by Gop that they were meant to meet. The K'Ursans were the first to approach, during the earliest space faring explorations, but no formal arrangements were ever made by all the Council Courts. Sop's dismantling of their institution gained interest of a K'Ursan legend named Buddy, and his brother, under the codename "Fhrank".

Shortly after Sop was leading the charge of Karrots into space, prior to The First Great Hop Expansion, Buddy intercepted Sop and made acquaintance. Buddy easily learned the language of the Hops by observing them, and began to introduce himself and brother to Sop. Quickly they became friends and explained much of their history to each other. Sop and Buddy understood their races' history and perspective on outsiders, but valued each other so much, that they made arrangements for the hearing of both militaries and all leading advisors of both planets.

A Wish to Keep Peace

The K'Ursans have likely explored space faster or longer than the Hops, as they have discovered numerous fluff races and cultures across the stars. They've only kept their word with other races, like the Hops planned to do, and avoided other beings due to beliefs that their differences would cause catastrophe. Sop and Buddy had spent much time conceiving numerous approaches to living beside their neighbors, and decided a formal treaty would work best, with votes based upon their way of life. With concerns that these desires could change over the course of history, it would only apply to each faction with a singular faction at a time, instead of being universal.

The Alliance Treaty was formed as a format to follow for all fluffy races meeting each other, so that they can peacefully interact with each other and exchange resources, safe passage through each other's space, and share an economy for races that functioned that way. Sop and Buddy used the day both suns of Karrots were eclipsed by its moon. Unarmed, most of the militaries of both planets arrived. To ensure this meant peace for as long as both races existed. Therefore only Sop, Buddy and their direct kin could alter and sign future parts of the Treaty, for if they disappeared, then the beings that cared most for their kind respectively were lost, and that meant that their kind would one day be lost as well.

The Alliance Treaty of The K'Ursan Federation and the Hoppists was the full title of the agreement both races shared. While not all rulings and ideas are equal, a sense of shared respect was made clear by the agreement.

The Treaty

Due to size limits, a brief summary will be listed to cover the most important notes of the treaty.

Opening Statement (Declaration)

(Note: this and the following text is present in all treaties with other races and factions, however the wording stylized like this indicates it can be switched out and used as a template for future treaties. This is binding as long as a member of each entity exists, even when a physical or digital Treaty no longer does. The concept is social and perpetuated by the peoples of the societies defined in the Declaration of Treaty.)

"Within this written body, a treaty is formed. This treaty applies to two mutually respected races, the K'Ursans and the Hops/Hopfolk, who agree to never be at war with each other and never cross the following established boundaries. All members of these peoples are expected to know and follow these when interacting with each other. If broken by any member, it should be not treated as an attack on the whole of the other party, but ignorance that is to be forgiven and grant a chance to pardon each other forevermore for transgressions, intentional or mistaken. This agreement shall never be broken. The bearers of the Right to Alter rulings in this treaty are hearby named: A hop referred to as "Hop Hoppington-Hoppenhiemer the First" and "Sop" and a K'Ursan referred to as "Buddy", as well as their kin for future generations. The boundaries are the planets of Karrots and K'Ursa as well as their systems, which contain their moons, artificial satellites, celestial stations, vehicles and vessels, their stars, planetary rings and their people's bodies, extending to their property, clothing and kin."

General Rulings

• No Hop or K'Ursan shall ever lay a paw on each other in anger, only in fair contest, training and sport. Weapons are allowed, if so.
• All property between both races is to be respected by the other party. No theft, borrowing or modification (including destruction) shall come to these belongings, even if they are unclaimed. If known property is found without its owner, it shall be returned to the other party's Division of Reclamations
• Trade is the economy of the Hops, and they do not recognize any form of currency, which was banned long ago by Sop during the dismantling of the Council Courts of Karrots. K'Ursans must offer service or goods in exchange with Hops for business as there are no ways to use K'Ursan credits with them. Likewise, if a Hop wants to trade or deal with a K'Ursan Federation credit business or private party, they require either a service or good of equal value to the price of the service or good they want in exchange. Favors are the exception to this for both parties, but must be recorded by K'Ursan business entities. Hoppists report directly to Sop, his family, or an approved Record Keeper of The Archives and later be an entry submitted to the Hoppist Network.
• The planet of Karrots, its stars and moon (extending to their orbits and satellites) are off limits to any uninvited K'Ursans.
• The planet of K'Ursa, its stars and satellites (extending to their neighboring planets and asteroid belts) are off limits to any uninvited Hoppists.
• If communication is desired, use of the public terminals connected to the Hoppist Network are free to use for all entities. A Hop will oversee the message and report it to the desired recipient. Free education is provided by Hoppist volunteers if the terminals if one does not know how to operate it.
• The Starspeed Raceway and its underlying construction details are to be only outlined and expanded upon by both parties at the same time, and requires a meeting to expand upon the rules of the roadway. The N-direction terminals and the path are to be worked on by Hopfolk, whereas the S-direction terminals and path are under oversight and construction of the K'Ursans. Both directions contain terminals for the Hoppist Network and K.U.R.V.E,.
  • Ship parking is free on both sides respectively but shall not be permanent.
    • Hopfolk-made ships (or Hopfolk owned ships) cannot stay longer than 1 K'Ursan orbit on the S-direction part of the SSRW. They are logged, and after that time period, they are to be picked up by the GSA and sent to their Division of Reclamations.
    • K'Ursan vessels (or K'Ursan owned vessels) parked in the N-direction of the SSRW for 1 Karrots orbit are to be logged and locked. To unlock a ship, a Hop-owned ship that has not yet been picked up is to be granted an additional day of parking, as Hoppists do not accept monetary fines. These will be given out a virtual vouchers that automatically are sent to the parked ship soonest to expire on the S-direction SSRW. The owner (if able) may reject the additional parking voucher, and it will be forwarded to the next ship in line. This is to be referred to as "Park-for-Park exchange" so hops with long trips on the S-direction path can stay for an extended period before returning to their vehicle, due to the slow nature of their Journeys.
• All combat is prohibited in shared spaces between either party in the aforementioned Declaration. This does not apply to the reasonable application of self-defense. However, the use of and training with military-style devices (firearms, vehicles, explosives and other equipment) of is to be used in designated training zones, which are to be clearly labeled and made publicly accessed at all times.
  • Labels can be posted digitally on K'U.R.V.E. and the Hoppist Network, for free, as long as there are no restrictions. This promotes safety and reduces conflicts, so that visitors and travelers do not wander into live-fire / training environments and treat the participants as combatants.
  • If any personal restrictions by the owner of the firing range, combat practice facility or other structure is made, there must be an inspection by the military of either Allegiance at fixed intervals.
    • Restrictions include rules such as: Hopfolk/K'Ursans only, age restrictions, active-duty or veterans only, non-explosives only, firearm bans, supervision required, inspections required, memberships, fees or trades required (non-free usage of the property), as well as time restrictions on range/facility usage.
  • The purpose of the anti-restriction mindset is to promote transparency and friendliness between all parties using military-style devices. The restricting of such rights is likely to lead some individuals underprivileged and at risk of oppression by others. Inspections are routine to enforce both that the rules of the owner's property are respected, as well as the rights of the owners of the weapons/equipment/vehicles in use.
    • Punishment for failure to remain consistent or transparent with the rules will require the owner to apologize, lessen their restrictions, state the purpose of their property publicly. Failure to comply further involves the owner closing the property for the public use of training with military items. The owner(s) may continue to responsibly use their own on their property, but their projectiles and debris cannot exit the premises of their property, for it may be seen as an act of carelessness or aggression, and prompt a military response.
